Chapter 466
“Normally, the alpha filling this out is not the parent of the one used of being feral which gives your father a slight advantage. Ordinarily the council has to look over two applications and two sets of personality and mental health surveys before they can move on to the next step. With your father being both your father and the alpha only one application will need to be turned in speeding up the first step of the process.
When the application gets turned into the closest council headquarters it will be assigned to
one of three council members that are a part of the Department of Rogue and Feral wolves. All three of the members have been trained to look through the application for any nk spots or uneptable answers to the questions on the application. They will also look over the
personality and mental health assessments forpletion as well as any supporting documentation being submitted as proof of ferality. They are given five days to go over each application which is why I said at the beginning that you’re at a disadvantage in this first step.
Once this first step ispleted the head council member of the department will take a month to research every member in the department for any potential ties to the alpha, family or wolf
being investigated. I put this in ce to ensure neutrality towards everyone involved.
Considering the harsh penalties given, especially to males, that being ruled feral has thest
thing the council wants is to have ferality ruled upon by a wolf out for revenge or a wolf who
owes someone a favor.”
I pause a moment to allow him toprehend the information and form questions if he has
them.
“My dad has always told me that making me a feral would be easy as he has lots of friends in high ces. What if they can’t find anyone that’s not connected?”
“Right now I’m talking in general about the singr headquarter that is located closest to your pack. The council andmittee has numerous headquarters all over the world. I believe your pack is located in Southern New Hampshire so if the Department Head cannot find four council members without a connection to your pack in a month then he or she will pass it on to the Southern New Hampshiremittee headquarters. They will have a week to review the case and pass it on to the next closest council headquarters. The department head there will have a month to research and assign four members to the case, If neutrality can not be obtained from the council within themittee’s region then, after the third attempt, it will be relegated to themittee to assign the investigation to four council members. One way they can achieve this is by assigning council members from ditterent headquarters to the case.
The first part of the investigation involves a more thorough review of the application. After it is initially reviewed for nks the group of four each look at the actual answers. If they notice
any answers that are inconsistent with the question being asked or it’s extremely vague, the wolf reviewing it will highlight the problem area and once they’ve gone through all the questions, they will send it back to your father with a date that he must resubmit it by.
Each of the four members must spend a week on the application but may take up to four before passing it to the next member. Once it goes through all four members, it is then assigned a priority number based on the perceived danger you pose to the pack and elevated to themittee for evidence gathering.
Once it’s elevated to themittee, your time remaining at your pack is limited. Once it arrives at the regionalmittee’s office, depending on the department’s workload it can take anywhere from a week to three months to start investigating your case. Obviously the more dangerous you are believed to be the quicker themittee starts their investigation but all investigations are started within three months.”
I pause again as I know this is an overwhelming amount of information.
“Once themittee picks up your case they will take a month to review the application. If they agree with the council then they will start contacting everyone you have had contact with. This is where being a prospect is beneficial to you as they will contact the closest council to each of the packs you have been a prospect at. It doesn’t matter if you spent a day, a week, a month or a year they will first send a questionnaire that each alpha and his upper ring must participate in as well as the dates that the council member will stay at the pack to interview the alpha. They will usually stay a few days to a week beforepiling the information and sending it back to themittee. All the evidence we have showing how sensitive you are towards the way you act around others will be given to them. I have no way of knowing what the other packs will say but all of them will be involved in the evidence gathering.
While the council closest to those packs you prospected with are working on your case, six members will be added to the four already assigned and all ten will move into your pack for three months. It is when those council members move in that themittee wille and remove you from the pack.”
I pause again as he finally reacts, looking at me with fear and worry in his eyes.
“Why?” He’s barely able to choke out. “Why would they take me away? Doesn’t that mean they assume I’m guilty?”
“This was one of the hardest aspects of my process for the council andmittee to agree with until I exined my thinking. The purpose of such aplex process is to insure as much neutrality as one can achieve as I found during my years there that seventy–five percent of wolves that are indeed feral became that way due to long term abuse and/or neglect. They had to let go of societal norms in order to survive and it turned their wolf permanently. So the
removal of the wolf being investigated has two purposes. In the event that the wolf is indeed feral, removal of the wolf protects the pack from any danger that they may pose. If, like you, the wolf is not feral then removal protects you from the pack. Either way, the removal is
permanent.
This is the reason we are telling you that time is not on your side. If everything goes perfectly and there’s no issues with neutrality, there’s only fourteen weeks between him turning in the application requesting an investigation and your removal from the pack”
